In Saudi Arabia, the facility of issuing NOC for driving to the pilgrims coming on visit visa has been provided on 'Abshra Amal' by the Public Security Organization.

"Visitors coming to the Kingdom on a visit visa who have a valid international driving license approved by the Kingdom can be issued a special NOC to drive in the Kingdom without contacting the traffic police."
The NOC rent issued to visitors to the Kingdom is issued through the 'Absharamal' platform of car service companies. For which the immigration number on the visitors' passport will be co-registered.
The NOC facility provided for driving will also be issued to visitors to the World Cup in Qatar who have visited the Kingdom during the World Cup.
