Turkish Foreign Minister Mevlut Cavusoglu said on the occasion that this was the most important development in the ongoing talks between Russia and Ukraine in Istanbul since the start of the war between the two countries.
Russian negotiators say Russia will limit its military operations in northern Ukraine and near the capital, Kyiv, after "meaningful" talks in Istanbul.
Russia's Deputy Defense Minister Alexander Fomin said that given that an agreement on Ukraine's neutrality and non-proliferation was close to being reached, Russia had decided to reduce its military operations in Kyiv and Sherengyev.
