The Saudi government has set rules and regulations for the program of qualification and contract workers.
Official Gazette Umm Al-Qari has published its details. Government agencies will develop a three-year manpower programme.
According to the new regulations, no new employment will be given to anyone under the (Eligibility and Employment Contracts Programme) without the approval of the Ministry of Manpower and Social Welfare.
The Saudi government has set the rules for the program in the form of five provisions.

In the second phase, the relevant institutions with the support of the Ministry of Finance will cancel all the employment programs outside this circle. Health and military agencies covered under the provisions of the Automatic Employment Program shall be exempted.
According to the third section, the relevant government agencies shall set the classification, incentives, compensation and regulations of workers in agreement with the Ministry of Manpower and Social Welfare and the Ministry of Finance.
In Section IV, the labor, incentives and compensation regulations set forth in Section III shall apply to those who enter into employment contracts under the Unique Qualifications Program.
Under the fifth section, the concerned government agencies shall formulate a three-year manpower program in agreement with the Ministry of Manpower and Social Welfare.
No person shall be employed under the Program of Competency and Employment Contracts without the approval of the Ministry of Manpower and Social Welfare.
